Agriculture and the Threat of Water Scarce in Alpine Regions

The report of the Intergovernmental Panel on Climate Change (IPCC 2007), which provides the framework of the project “Alp-Water-Scarce“, emphasises the important role of research, development policy, institutional reforms and reforms of property ownership structures in connection with climate change and its impacts. It also recommends more powerful efforts in the field of further development of institutional capacities as well as stronger financial incentives, for example in insurance systems.

All recommendations elaborated within the Alp-Water-Scarce project emphasise the need to preserve the water resources of the Alps for future generations, to meet the growing demand for water and to find suitable ways of coping with the climate-induced pressure on natural resources. The willingness of institutions to cooperate on regional, national and transalpine level as well as the common understanding of the terms “water scarce” and “drought” are preconditions for the implementation of long-term measures to tackle the threat of water scarce.
