According to the legal provisions for the CMO for fruit and vegetables the Operational Programmes have had to be implemented on the basis of a “National Strategy”.

Mandatory programme components aimed at promoting environmentally compatible production or marketing have to be implemented. In any case, these specific measures always also have to be harmonised with the priorities and objectives of “Rural Development” and were approved by the European Commission as specific “environmental framework for fruit and vegetables”.

The National Strategy is designed to ensure the systematic, uniform implementation of the operational programmes taking into consideration environmental aspects. The national strategy must, among other things, comprise an analysis of the situation of the sector in terms of strengths and weaknesses, the potential for development, priorities, the objectives of the operational programmes and instruments as well as quantitative indicators for the purpose of monitoring the development.
